Even if the majority BTC supporters came to realization, that the hardware and bandwidth costs are very low, which would allow a block size increase, they wouldn't be able to do it.
The majority of Bitcoin users don't control the crypto media & influencers. The opposite is happening very often, opinion makers control what majority thinks. To breakout from this, one needs to make a good research, analysis, and form his own opinion.
For an opinion like that to expand it needs to be discussed, which is not allowed by moderators on the largest Bitcoin forums. Even if you provide mathematical proof that increasing the block size would have less costs, than making a few high fee transactions, you risk being banned or labeled misleading. People need to break that "censorship chains" or find an alternative way to make discussions e.g. (r/btc)
The third part is the hardest, those who have more money, can manipulate the majority, we have seen how people follow whatever is growing in price. Even if BTC reaches the point where majority starts to agree that the block size is finally necessary, there can be a chain split again, and it doesn't matter what majority thinks, the big whales can pump the small block size chain, those who value the profits more, will switch back to small blocks. Those who disagree with whales will be forced to regret, because of price manipulation.
