The Crypto Six were arrested for directly (p2p) selling Bitcoin and Bitcoin Cash, not for money transmission (aka exchange)

The 6 people arrested in New Hampshire for selling crypto were doing so in a p2p way, without intermediaries: either using local.bitcoin.com, or using a vending machine which had the wallet locally.

It is only considered money transmission when sending funds from one place to another, as an intermediary. That was not the case for any one of them, yet that is what they have been charged with.
