Trading pairs?

What is it that makes an exchange decide to add a trading pair? Popularity? Customers requesting them? What are the limitations? From looking at some CEX/DEX scripts it doesn't seem to be a technical limit.

It would be nice to see more BCH trading pairs. I'm sick of having to trade to BTC > BCH.
