Who controls the private keys of governments' Bitcoin wallets?

How do governments create and secure their Bitcoin cold wallets?

Someone has to generate the private keys, right? Couldn't that person secretly keep a copy and steal the Bitcoin later?

How do governments prevent this? Is there any public information about how this is actually handled?
