Why hasn't Bitcoin scaled to reach demand?

With fees and wait times increasing, why hasn't bitcoin scaled to meet todays demand??? I know the lightning networkwas made to help lighten the load of the main blockchain, but ive used it and it seems just as slow and expensive to send as usual. If bitcoin doesn't scale will it not stagnate and die? Please help me understand!
